[3a.24] Now should be spoken about privileges of persons and churches. 'Privilege' is called a private law and a individual dignity granted to a church or to a person or to a city. The highest and high persons grant privileges, such as the pope and emperor, and kings, archbishops, bishops, dukes, palatine counts who give regalia.
