[43.1] To make and revoke confirmations is lawful principally for two alone, namely for the pope and emperor; for one concerning spiritualities, for the other, to grant temporalities.
[43.2] Secondarily, it is lawful for kings and also for secular princes, and for patriarchs, archbishops, bishops and other prelates of churches to make confirmations. And no matter how many things are lawful for them, yet not all these things seem expedient.
